Designed to provide a path forward and the steps necessary to get there. It addresses:

  • Defines the existing character and composition of TIRZ No. 1

Where You Want to Be

  • Clarifies the desired vision for the future of TIRZ No. 1 and the eight unique districts (previously developed as part of the Vision Plan process)
  • Refines the vision for the area into a series of concepts and strategies
  • Establishes redevelopment scenarios based upon different decisions/directions
  • Addresses major elements that form the physical, social and economic environment of TIRZ No. 1, including use, identity/character, mobility, infrastructure, community facilities, parks and recreation spaces, and more

How You Get There

  • Proposes projects, strategies, policies and programs to remove obstacles and to bring the vision for the area to reality.
  • Results in an implementation plan to guide TIRZ No. 1 on the path
